Nuit de violence malgré l'état d'urgence décrété à Ferguson (VIDÉO/PHOTOS)

La police américaine a arrêté plusieurs personnes à Ferguson, où un face-à-face tendu se poursuivait tôt mardi avec des protestaires malgré l'instauration de l'état d'urgence après des violences lors de l'anniversaire de la mort d'un Noir tué il y a un an par un policier blanc.

Un adolescent noir a été inculpé après avoir tiré sur la police. Il a été grièvement blessé par le feu nourri de trois policiers qui ont riposté aux tirs et se trouvait toujours à l'hôpital, où il avait été conduit dans un état "critique".

Les affrontements se sont poursuivis dans la nuit de lundi à mardi, la police faisant face à des groupes de protestataires dans les rues de cette ville du Missouri où la mort de Michael Brown il y a un an avait provoqué des émeutes raciales.

Les manifestants ont battu des tambours et scandé des slogans, jetant des bouteilles et des pierres sur les policiers qui ont fait usage de spray au poivre et arrêté plusieurs personnes.

"Les policiers sont visés par des pierres et des bouteilles. Nous continuons de soutenir la liberté d'expression, mais les agitateurs qui ne répondent pas aux appels à se disperser risquent d'être arrêtés", a prévenu le département de la police du comté de Saint Louis, dont dépend Ferguson, sur Twitter.

Ces affrontements sont intervenus après des violences qui avaient poussé les autorités à décréter l'état d'urgence dans la ville.

Une fusillade avait éclaté dimanche après un rassemblement pacifique à la mémoire de Michael Brown. Un jeune homme de 18 ans, Tyrone Harris, a été inculpé pour coups et blessures sur un agent de police, agression à main armée et pour avoir tiré sur un véhicule motorisé, avant d'être blessé par les trois policiers qui ont répliqué.

Les violences ont éclaté lorsque deux bandes rivales ont échangé des tirs, a indiqué la police. Un homme qui s'enfuyait a alors croisé quatre policiers en civil installés dans un fourgon et tiré sur eux.

Des images filmées dimanche soir par l'AFP montrent un homme noir, menotté dans le dos, allongé à plat ventre sur le sol et saignant abondamment.

Le chef de la police du comté de Saint Louis, Jon Belmar a refusé de préciser la couleur de peau des policiers en civil.

Une information potentiellement explosive puisque la mort de Michael Brown, abattu par un policier blanc, avait ravivé des tensions raciales qui se sont depuis exacerbées aux Etats-Unis au fil d'affaires de brutalité policière envers des Noirs.

Triste fin d'une 'belle journée'

Tôt mardi matin, une centaine de protestataires étaient toujours dans le rues de Ferguson.

Dans le centre-ville de Saint Louis, proche de Ferguson, une nouvelle manifestation s'est déroulée à la mi-journée lundi. Plus d'une cinquantaine de ses participants ont été arrêtés après avoir avoir franchi une barrière de police devant un bâtiment officiel. Une autoroute proche de la sortie de Ferguson a également été bloquée en fin de journée et d'autres manifestants interpellés dans la ville, ont rapporté des médias locaux.

Des violentes émeutes avaient agité Ferguson en novembre 2014 et s'étaient propagées à d'autres grandes villes américaines, après l'annonce de l'abandon des poursuites contre le policier blanc qui a tiré sur Michael Brown.

A Ferguson où la police a été la cible de nombreuses critiques pour son racisme, confirmé par un rapport accablant du ministère de la Justice, le chef de la police et plusieurs responsables de la ville ont depuis démissionné ou été remplacés. Le nouveau chef de la police est un Noir.

Les policiers impliqués dans la fusillade de dimanche ont tous entre six et 12 ans d’expérience et ont été suspendus, selon la police.

Au moins deux commerces de Ferguson ont été pillés durant les violences de dimanche.

"C'est vraiment malheureux qu'une belle journée se soit terminée de la sorte", a déclaré à l'AFP la propriétaire d'un salon de coiffure, Dellena Jones, devant son commerce mis à sac.

Le président de la NAACP, plus importante association de défense des droits civiques des Noirs américains, Cornell William Brooks, a estimé dimanche que les réformes législatives qui permettraient d'obliger la police à rendre plus de comptes et à mieux former ses agents avançaient à un rythme "glacial".

Barack Obama a lui rejeté les critiques accusant le premier président américain Noir de ne pas en avoir assez fait pour lutter contre le racisme, lors d'un entretien sur la radio publique NPR.

"Je me sens pris d'une grande urgence pour accomplir autant que possible" avant de quitter le pouvoir en janvier 2017, a-t-il déclaré.
