L'Egypte, dirigée par un islamiste idéologiquement proche du Hamas au pouvoir à Gaza, a rappelé son ambassadeur en Israël et lancé des contacts tous azimuts pour mettre fin aux raids israéliens contre le territoire palestinien, mais se retrouve dans une position délicate.

"Les Israéliens doivent réaliser que cette agression, nous ne l'acceptons pas et qu'elle ne peut mener qu'à de l'instabilité dans la région", a déclaré jeudi le président Mohamed Morsi, un ancien cadre des Frères musulmans dont le Hamas est issu.

M. Morsi a ordonné mercredi le rappel de l'ambassadeur d'Egypte en Israël et s'est entretenu avec le président américain Barack Obama et le secrétaire général de l'ONU Ban Ki-moon. Il a aussi demandé à la Ligue arabe, basée au Caire, d'organiser une réunion d'urgence des ministres des Affaires étrangères arabes, qui devrait avoir lieu samedi.

Mais le pouvoir égyptien semble pris entre la sympathie de son opinion pour la cause palestinienne et le souci de préserver les relations avec Washington et une image de pays responsable.

Avec M. Obama, "nous avons discuté de la nécessité de mettre fin à cette agression et qu'elle ne se répète pas", a dit M. Morsi.

"J'ai expliqué le rôle de l'Egypte, la position de l'Egypte, le fait que nous veillons aux relations avec les Etats-Unis et avec le monde mais en même temps notre refus total de cette agression", a ajouté M. Morsi.

Il a indiqué qu'il s'était mis d'accord avec M. Obama "pour communiquer (...) afin d'empêcher l'escalade".

"L'Egypte a changé. Sa volonté s'est libérée", s'est félicité Essam al-Eriane, le vice-président du Parti de la Liberté et de la Justice (PLJ) de M. Morsi, dans un commentaire diffusé sur son compte Twitter.

Le PLJ a prévenu que Le Caire ne "permettrait plus que les Palestiniens soient l'objet d'une agression israélienne comme par le passé", tandis que les Frères musulmans ont appelé à manifester jeudi et vendredi.

Mais le rappel de l'ambassadeur d'Egypte ne signifie pas à lui seul que la politique égyptienne envers Israël ait changé, estime Mustapha Kamel al-Sayyed, professeur de sciences politiques à l'Université du Caire.

"Le changement, c'est que la réaction a été rapide. Avant, ça prenait du temps et ne venait qu'après des pressions", affirme-t-il, en expliquant cette réactivité par la proximité entre les Frères musulmans et le Hamas.

Les contacts entre MM. Obama et Morsi témoignent du souci de maintenir une certaine "continuité", affirme-t-il.

Quant à une réouverture sans conditions du terminal de Rafah, à la frontière entre l'Egypte et Gaza, M. al-Sayyed l'écarte en raison des "craintes chez les responsables égyptiens de la sécurité de l'arrivée d'éléments terroristes" en provenance du territoire palestinien, alors que l'Egypte bataille contre groupes extrémistes et trafiquants dans le Sinaï.

L'Egypte a assoupli les conditions d'entrée sur son sol des Palestiniens via Rafah après l'arrivée au pouvoir de M. Morsi, sans lever entièrement les restrictions.

Le prédécesseur de M. Morsi, Hosni Moubarak, renversé par une révolte populaire en février 2011, était salué comme un dirigeant modéré par les Occidentaux mais accusé en Egypte comme dans d'autres pays arabes d'être trop complaisant avec Israël.

Il avait ordonné le rappel de l'ambassadeur d'Egypte en Israël en 2000, après la deuxième Intifada, mais il était aussi un partenaire régulier des discussions de paix entre Palestiniens et Israéliens et a rencontré à de nombreuses reprises les dirigeants de l'Etat hébreu.

Premier pays arabe à avoir signé un traité de paix avec Israël, en 1979, l'Egypte a fréquemment joué les intermédiaires entre Israël et le Hamas.

M. Morsi, élu en juin 2012, a promis une politique plus dure vis-à-vis d'Israël que son prédécesseur, sans toutefois remettre en cause les accords de paix dans leur principe. Dans ses discours, il ne mentionne jamais l'Etat hébreu par son nom.
